Since the 112th Congress has been in session, just 23 bills have been signed by President Obama into law.  For comparisons sake, the 111th Congress had passed 42 bills into law by this time in 2009 and passed 36 bills into law in two days in January 2011 before the Republicans took over the majority in the House.  

So, what bills has this Congress managed to pass in 6 months of work?

  1. An extension of the Small Business Act
  2. Naming a courthouse in Arizona after a judge
  3. FISA extensions for wiretaps
  4. March Continuing Resolution
  5. Surface Transportation Extension (a highways bill)
  6. Amendments to the March CR
  7. Airport and Airway Extension (another transportation bill)
  8. Comprehensive 1099 Taxpayer Protection and Repayment of Exchange Subsidy Overpayments (no idea what this bill is, but it appears to require less paperwork for some tax purposes)
  9. An appropriations for the FAA, which has expired and parts of the FAA are shutdown.
  10. Naming another courthouse
  11. Appointing a regent to the Smithsonian
  12. The budget for through September 30
  13. Extending the Ronald Reagan Centennial Commission from the end of May to the end of December
  14. PATRIOT ACT extension
  15. Naming a Post Office
  16. Airport and Airway Extension, Part II (the Part II is actually in the name of the law.  This extension provided an additional 30 days).
  17. Another extension of the SBA provisions.
  18. Intelligence Authorization
  19. Post office named
  20. Another Post Office named
  21. Another regent of the Smithsonian
  22. A third regent of the Smithsonian
  23. A third extension of the Airport and Airway bill

So, in sum, the 111th Congress has named 5 buildings, named 3 regents to the Smithsonian, extended the SBA twice and the Airport bill 3 times, a CR and appropriations bill, the FAA appropriations bill (which has expired), three intelligence bills, two other extensions and the confusing 1099 bill.  

That’s it.  Only the appropriations and the Patriot act extension could be considered anything other than ordinary bills.  This Congress has not done anything.  And, in all honesty, this Congress is unlikely to pass anything except the debt ceiling increase and some sort of funding for the government for FY2012.  This means that we must spend 2 years listening to these guys bitching at each other without actually doing anything.

(Note: Obama has signed everything that has reached his desk.  Constitutionally speaking, the blame for the lack of work cannot be put on the President).
